Introduction: As the landscape of education and professional development evolves, the use of Electronic Theses and Dissertations (ETDs) has become integral to knowledge dissemination and research advancement. The Chartered Institute of Personnel Management (CIPM) recognizes the significance of its ETD repository as a valuable resource for HRM professionals. This study focuses on implementing Total Quality Management (TQM) principles in the ETD repository at CIPM to ensure efficiency, accessibility, and the highest standards of content.&#13;
Objectives:&#13;
To identify the areas for improvement through TQM principles&#13;
To assess the impact of these enhancements on user experience and knowledge dissemination&#13;
To make recommendations to improve the quality of ETD repositories in order to provide effective service to the CIPM stakeholders&#13;
Methodology: A comprehensive approach was employed, starting with an analysis of the existing ETD repository at CIPM to identify strengths and areas needing improvement. TQM principles were then applied, including process mapping, stakeholder engagement, and continuous improvement strategies. A survey was conducted among HRM professionals and researchers utilizing the ETD repository to gather feedback on usability, content relevance, and accessibility. Additionally, interviews were conducted with repository administrators and stakeholders to gain insights into challenges and opportunities for enhancement.&#13;
Results: The assessment of the ETD repository at CIPM revealed strengths in terms of content variety and relevance to HRM professionals. However, areas for improvement were identified, including navigation complexity, search functionality, and metadata consistency. Through the application of TQM principles, enhancements were implemented, such as improved metadata tagging, streamlined search features, and user-friendly interface updates. The survey results indicated a positive reception to these enhancements, with users reporting increased satisfaction with the repository's usability and content accessibility.&#13;
Conclusions: In conclusion, this study highlights the importance of implementing TQM principles in the ETD repository at CIPM to ensure it remains a valuable and user-centric resource for HRM professionals. The enhancements made through this process have resulted in a more efficient and user-friendly repository, aligning with the institute's commitment to excellence in knowledge&#13;
dissemination. Recommendations include regular audits of the repository, ongoing stakeholder engagement, and continuous improvement initiatives to uphold TQM standards. By embracing TQM in the ETD repository, CIPM can continue to support the research and professional development needs of HRM professionals, contributing to the advancement of the field. This research serves as a model for other organizations seeking to optimize their ETD repositories through TQM principles, ultimately fostering a culture of quality and innovation in knowledge management within the HRM community.

Electronic Theses and Dissertations (ETDs) play a crucial role in scholarly communication by providing valuable insights into academic research and contributing to knowledge advancement across various fields. However, the management and accessibility of ETDs pose significant challenges for academic institutions, libraries, and researchers. This study emphasizes the importance of implementing a strong infrastructure for persistent identifiers (PIDs) to ensure the effective management of ETDs. PIDs uniquely and unambiguously identify digital objects, enhancing their long-term discoverability, accessibility, and citability. This research explores the role of PIDs in improving ETD discoverability, ensuring data integrity, and fostering collaboration within the scholarly community. By reviewing existing literature and evaluating various PID systems such as DOI (Digital Object Identifier) and ARK (Archival Resource Key), the study identifies best practices for implementing PID systems tailored to ETD repositories. The results demonstrate that implementing PID infrastructure significantly enhances ETD discoverability and long-term preservation, promotes interdisciplinary research, and streamlines the citation process. Ultimately, the adoption of PIDs supports the broader dissemination of knowledge and fosters a more interconnected academic ecosystem.

The Chartered Institute of Personnel Management (CIPM) in Sri Lanka has taken initiatives to establish a digital platform based on their growing research collection including ETDs to serve the scholarly community in the field of human resource management. This research paper describes the implementation and development of a novel ETD repository at CIPM which is named ‘CIPM Research Nexus’. It covers institutional ETDs and other research publications such as CIPM journal articles, symposium proceedings and research monographs for the purpose of preservation and reuse for present and future research. It develops accessibility and visibility of research and thereby nurturing the human elements within the HRM scholarly community and beyond. By sharing and centralizing ETDs, the CIPM Research Nexus provides a more effective digital platform of scholarly resources, supporting undergraduates, postgraduates, researchers, and HR practitioners in their quest of knowledge. For this purpose, it is used customized DSpace software and user-friendly interface, metadata standards, etc. Though there are many challenges, it is convinced the benefits of implementing ETD platform to the stakeholders and the importance of preserving scholarly heritage of CIPM for present and future use, being a nations leader in HRM in Sri Lanka. Further, newly implemented ‘CIPM Research Nexus’ supports the institute's mission of advancing human resource management practices by providing a reliable resources for research and development in the country. On the other hand, the implementation of the ETD repository under CIPM Research Nexus can be treated as a significant milestone to support the growth of academic and professional research culture in the field of HRM in CIPM, Sri Lanka.

The Chartered Institute of Personnel Management (CIPM) plays a key role in advancing the professional development of Human Resource Management (HRM) practitioners. Being nations leader in HRM, CIPM has already taken initiatives to build up solid research culture among HRM community in Sri Lanka and beyond. At this juncture, CIPM has realized the importance of ETDs and therefore, action has taken to upload existing ETDs of CIPM graduands to its institutional repository called ‘CIPM Research Nexus’. This growing ETD repository has become one of the major components among other research components such as journal articles, research monographs, research symposium articles etc. The main purpose of this ETD repository is to share novel findings and encourage the HRM scholarly community to conduct more research and find out solutions for the burning problems of the HRM community. A mixed-methods style was adopted for this study, beginning with a full literature review. A survey was then circulated among a sample of HRM professionals within CIPM to gather insights on their awareness, usage, and perceptions of ETDs. This quantitative data was added by qualitative interviews with HRM leaders to discover deeper challenges and opportunities related to ETD integration. The findings indicate varied application of ETDs among HRM professionals in CIPM. Although there is a general awareness of ETDs, their full potential in enhancing research skills and knowledge dissemination has not been fully realized. Identified challenges include limited access to ETD repositories and inadequate training opportunities. However, respondents showed interest for incorporating ETDs into their professional development, identifying their value in expanding research capabilities and staying current with HRM trends.
